9.1 may take that much memory IF VM is turned OFF, but of course it takes far less RAM with VM turned ON. This is due to the "file mapping" characteristic of VM. You might try starting up with Extensions OFF or maybe just get rid of a lot of them and then see if it will let you turn off VM.
