lemlists.com was not, presumably, down, but was inaccessible via normal URLs. When the IP address is changed, it's a good idea to post alternate URLs with the actual new IP address . In an http URL, one just puts the IP address in place of the hostname. In an email address, you need to put the IP address in square brackets, so that the email address would be USERNAME@[IP_ADDRESS].
