Well, yes, there is a fuse on the motherboard.  There are a few... 
The one I'm thinking of that could be the culprit is one that 
controls power to the IR board.  Does your 190 have infrared?  This 
is very unlikely to be the problem, though...

Do you have any cards in your PDS slot?  Apple video card, 3rd party 
video card, one of those video/ethernet combo cards...  ;-)  I just 
got tripped up by a loose PDS card giving me the GLOD.

Strip your book down to its underwear and put it back together, 
deliberately checking each connector.  The probable cause (neglecting 
a dead PRAM battery - which you have replaced) is a loose connection 
somewhere - either your PMU isn't connected completely, your RAM card 
is loose, your PDS card is loose, or one of the cables is loose 
somewhere.

Have you tried to boot with the expansion bay empty?  This is 
unlikely to be the problem, but who knows, eh?  And it's easy to 
check.
