I've never run Virtual PC on a MAC, so I don't know
how much of the Windows Setups and whatnot are the
same but....

If your graphics are appearing "hashy" in IE, it's
likely because you aren't supporting enough colors in
your screen resolution through Windows.

If I were on a Windows PC, to fix this, I would go
click on START, SETTINGS, and CONTROL PANEL.  Then, I
would find and open the DISPLAY icon.  With the
Display Properties WIndow open, I would go to the last
tab... SETTINGS (I believe) and look to see what
resolution and color depth you are currently running. 
System Default for Windows 95 is 640x480 w/ 16 colors
(on standard VGA) - but again, I'm not sure how all
this interfaces with a Mac on virtual PC and
whatnot... suppose I'll have to play with it
someday...

Anyway, bump the 16 colors up to 256 colors and that
should help you out...
