Does it need drivers to operate on the IIci?  Do you have the 
drivers?  Are they compatible with your OS/PowerBook?

If it does not need drivers, then just plug it in and you should be done.

If you don't have the drivers, or they don't work on your PowerBook, 
check out ResExcellence to find out how to hack the Apple CD-ROM 
driver to run any 3rd party CD-ROM drive.  Or, more reliably, get 
up-to-date versions of the drivers if you can.
