Processor cycling options can be found in the Energy Saver control panel in recent versions of the OS. I'm not sure, but it may have been previously found in the "PowerBook" control panel. If you can access it, it will be in one of those places.
Since you have 7.5.x, it's probably in the PowerBook control panel. Cycling saves power by turning off units of the CPU that aren't being used or drastically lowering the CPU speed (just a few MHz) while awaiting new instructions to process. Most of the time you shouldn't notice this, at least not while interacting with the Mac in any way.
