This is their minimum recommended requirements. I have had Mozilla and Nestcape 6+ running on my 1400c with the original 166 MHz processor, and it runs even better now with my 333 G3 Sonnet upgrade. Trash the Netscape preferences file and try to run it again. That has been affecting many upgrading. It's even bit me on my G4 OS X machine. Could be that 9.x is the earliest supported. But as far as hardware goes, you should be able to run it fine on your machine. Like I said I've ran it for years on my 1400c with 48MB Ram and 166MHz processor.
