Your PowerBook 520c is running IE 5.1?

If it is then you must have a PowerPC upgrade card as well that you 
didn't mention.

IE is slow on any Macintosh, especially old ones.  I use WannaBe for 
graphics-less web browsing on my older machines, and if something comes 
up where I need graphics I just switch over to Netscape 4.0.8.
