By far the easiest way to do this is make the floppies on another mac
(one with a built in floppy drive; most USB drives will _not_ work).
Gamba's website has instructions. 

I have heard that it can be done on a PC using the free utility
rawrite.exe (or similar) that comes with most Linux distributions: I
have not tried this.

The easiest way I can think of is this:

1) Download System 7.0.1 and the tune up *to a Mac* from here:

http://download.info.apple.com/Apple_Support_Area/Apple_Software_Updates/English-North_American/Macintosh/System/Older_System/System_7.0.x/

2) Open the files with the freeware Stuffit Expander, available here:

http://www.aladdinsys.com/downloads/index.html

3) Make the physical floppies with Disk Copy. If Disk Copy isn't on the
Mac you are using, it can be downloaded here:

http://download.info.apple.com/Apple_Support_Area/Apple_Software_Updates/English-North_American/Macintosh/Utilities/Disk_Copy/

You will need 1.44 MB floppies. Bring extras in case some don't work.
The tuneup requires a 800k (same as PC 720k) floppy.

4) Install System 7.0.1 on the PB. If you need/want to reformat the
entire hard drive, you can boot off of the Disk Utilities floppy.

Or you could ask the LEM swap list for a copy of 7.0.1. Make sure to
apply the tuneup at some point.
