68k PowerBooks can run MpegDec, but shouldn't expect full real-time 44.1 kHz 128-bit playback.
Low end PowerPC PowerBooks (5300, unupgraded 1400s) might want to use SoundApp PPC. It doesn't have the prettiest interface, but it's hands-down the lowest resource intensive, yet most capable audio file player out there. Basically, if you've got a file that contains some sort of encoded audio and SoundApp can't play it, it can't be played on a Mac.
Mid range PowerBooks (3400, Kanga) can use iTunes with some success. You'll probably need OS 8.6 at least, though.
Other than that, there are a handful of players which aren't free that I like. My favorite is Audion, which I've used nearly every day for going on more than three years...
