I kind of doubt it. I can do it on a 3400c/240, but only if I don't try to
do anything else with the system while it's playing. I bet a 1400/117 would
choke on a VCD, but I could be wrong. I am sure someone on here has tried it
before.

As Cameron said, the CPU is your bottleneck, not the CD-ROM drive. Playing
VCD-encoded video is a processor-intensive task, and a stock 1400/117 is a
weakling.
