MCE used to make one (it was called the DataShuttle, I think), but I haven't seen it in a long time. Anyway, it's just a piece of hardware (no drivers required - they are built into the Mac OS), so any old PC company or no-name brand IDE adapter ought to work.
Otherwise, you could track down a 2.5" IDE to SCSI adapter, an external SCSI enclosure for 2.5" drives, and the SCSI cables to connect it to your PowerBook... Or you could gut your 1400 CD-ROM drive and replace the CD-ROM mechanism with your extra hard drive... ;-)
