I know I had this problem once; I removed some RAM, which I guess was faulty, and it has always started up fine since.

Sometimes it seems a faulty external monitor or ethernet module (in the
expansion slot by the RAM) can cause maladies...

Do you have 3 RAM cards in the unit (sorry, I forgot)? If so, take out the Apple 4/8 meg RAM card and see if it works now.
