Feedback is something that you "may" leave on ebay. You don't have to, and there are no obligations as to when it should be left. Therefore, nobody "has" to leave it at any certain point.

Many sellers leave positive feedback as soon as the buyer pays. Others leave it after shipping the item.

The majority that I deal with, including myself, leave positive feedback after the buyer does. My reasons are as follows:

1. When buyer leaves positive feedback, that, in my opinion, is the sign of a successful transaction. He or she has received the item. It is satisfactory to them, and the positive feedback they leave is their expression of satisfaction.

2. Waiting until the buyer leaves feedback usually prevents "flaky" feedback. This may take place when everything was fine, but the buyer didn't like something about the transaction. Suppose you mail the product the day you receive payment, but due to some glitch in the postal system, it is delayed beyond a reasonable amount. If you, the seller, have already left pos. feedback, the buyer is then free to leave neg. feedback to vent his/her frustration, even though the postal delay was not in your control. Is that fair?

3. If a buyer pays in a timely manner, there is very little chance that a seller would ever leave them neg. feedback. However, if you, the seller, leave feedack first, you have no way of discouraging buyers from leaving neg. feedback just because they want to. If a buyer leaves me neg. feedback, I do the same for them. The only execption would be is if I made some horrible screw-up that was completely my fault.

4. As a buyer, I don't mind leaving positive feedback first, after receiving the item, because I know that I have received the item, it is okay, and the seller has no reason not to leave positive feedback after receiving mine.

So in conclusion, no, I don't believe sellers should be forced to give positive feedback after payment is made. IMHO, this would put an unfair leverage into the hands of unscrupulous buyers.
