I have used Virtual PC 3.0 with Windows 95 on a PowerBook 3400c running OS 9.1. I believe that a G3 processor is needed for Windows 98 and higher.
It depends on what you mean by "work." Even though I have several versions of Virtual PC, I have always considered their performance unsatisfactory.
