One would be to check if the floppy/Cd are hot swappable. They are on my 3400C but don't know about the 1400. If they aren't, then boot with the floppy in. Or try resetting the pram. Don't know the key strokes for that but they're easy to find. The computer may have had a PC card adapter at one time and things could be set for it.
