The protocol under Remote Access options is set to PPP. The system is running OS 7.6.1. If I go to the Config PPP Control Panel, I get a PPP Down message.

Mac OS 7.6.1 includes Open Transport/TCP - which has its own PPP driver. It's called "Remote Access".

But if I recall correctly, Config PPP and the PPP extension are part of FreePPP.

IOW, you have two separate PPP drivers contending for the modem port. Not good.

This machine was bought used, so I haven't installed everything on it

Beyond multiple PPP drivers, there are still more possibilities. I think the easiest fix is a big hammer... Do a clean installation of the OS. Do not wipe the HD, just do a clean install - to generate a whole new System Folder.
