This has nothing to do with that. The removable is formatted with HFS, that's what the mac running OS 9 showed.
What has happened is that the directory has become damaged. Try running Disk First Aid on it until DFA reports no more errors. If that doesn't work DiskWarrior should be able to fix it.
HFS/HFS+ is set at the time you format the disk, and stays that way until the disk is reformatted. It doesn't matter what computer you plug it into.
