1. What is the proper sound format for system sounds in 9.1?

The format is officially called "System 7 Sound"

And it's a "snd " resource in the resource fork of the sound file. You can open them in ResEdit and take a look...


Actually, I think that system 7 sounds are AIFFs, but instead of being a data file, they are implemented as short AIFFs in the resource fork. I could be wrong about this part, though.

As for converting them, the best app is probably SoundApp PPC. It will convert countless formats between each other.
