Actually you can connect *to* a system sharing via TCP/IP with any system 7.1 or better, so long as (iirc) you're using AppleShare client 3.6 or better.
To share files from a computer using an older version of the OS, you can get ShareWay IP Personal from Open Door Networks, which is what Apple did to enable this in 9.1 ;-)
