As usual I recommend no higher than OS 8.6 for pre G3 machines. OS 9 runs very slow on even a 3400 (in my opinion). I like all my computers, even slow ones, to at least feel like they're fast. So I usually stick with the lower OS versions if possible. If you have OS 8.1 or below, Speed Doubler 8 is a great help with the 68k emulation.

I highly doubt anything you're doing with a 1400 requires OS 9 in any way. So why install it? It just takes up more HD space, more RAM, and runs slow.
