I believe it shares the same memory as the PB5300. No Mac PowerBook models use desktop memory until the WallStreet. Prior to that PB memory was proprietary and only shared between related models

Yes

   Is it reasonably possible that it 'might' be able to
   have a power mac card installed?  Might that card by
   any chance be the same one that was used in an old Q950?

You could upgrade it with a 5300's logic board. AFAIK you can't upgrade the CPU separately.
