OS 9.2 will run with OS9helper but I wouldn't suggest OS 9x anything without a G3 card and the RAM maxed out with 64MB and RamDoubled using RamDoubler 9.
A 1400 will run OS 8.6 pretty well with the RAM maxed but with 32MB I would suggest some flavor of System 7 like 7.5.5 or 7.6 and your friend will be happier with the speed. I never liked OS 8 or 8.1 because they are buggy. And there's not much you can run on OS 8.1 that you can't run on System 7.5.
