Someone suggested it might be the pram battery, while another said it
was a common problem with Lombards running 10.3. Does anyone else had
trouble turning on their Lombard laptop?

Mine would start ok from "off" but if it went to sleep it behaved as
you describe. My PRAM battery was dead and a new one cured the
startup problems. Only using OS 9.2 on this one...
