Guru says the PowerBase supports resolutions from 640x480..
may be that the onboard is overscanning the card

which is the other monitor that won't display with the ATI PCI card?

I keep a 12" mono around for testing cards...works with everything
also good is the Apple 13" Trinitron

Sounds like you've been beating yourself up with a couple of bad combinations.
