This is a rather simplistic reply ... But have you tried booting up with
a Mac System CD or even and old one (like 7.1) on a floppy? Put in the
CD and hold down the C key on start up. 

A little humor: I pulled the key caps and changed my key board to the
Dvorak layout. Weeks later, It took me two boot up tries before I
realized, I had to use the "J" key.
