Around here, you will hear that you should keep your sturdy PowerBase going.

However, since your parents apparently have the Low Profile model, I would
definitely contact the retailer to make your the upgrade card will fit in
that box.

"Best brand" is subjective. However, being thrifty, I have bought RAM from
Other World Computing that has been quite satisfactory. And cheap.

For whatever it's worth, I have a PowerTower 180e (non Pro) at work with a
20-inch monitor. With its standard 604e processor, it runs everything from
email to browsers to Quark to Photoshop (for light duty only) to FreeHand to
Word to Excel to ... well, you get the idea.

Your parents may not need a G4. You might just try putting a larger monitor
on the existing box.
