Likelyhood with no video is the riser card seating. remove every card and the riser. reinstall and make sure its seated good. No chime is usually due to bad ram. Remove all but your largest dimm and run RAMometer to test the other dimms one by one.

I picked up a Power Center Pro 210 desktop to play with that will not chime
most of the time.  It seems to chime at random and only once in a while.  I
monitor even when it chimes.  I tried both video out ports.  I used an Apple
12 inch RGB monitor as well as a 15 inch multiscan monitor with a vga
connection.  The ram I'm using is tested good.  Could the mother board be
bad?  Could the PCI riser card be bad?  What is the likelyhood that the
processor and rom simm are bad?  Does this model have a history of problems?
Any thoughts would be appreciated.  Thanks.
