When you say riser card ... do you mean the Video PCI card? My PCP 210 came with an ATI Rage 128.
When you say processor, I'm assuming you are speaking of the daughter Card (I called it the Processor Card until Michael Macdonald informed me of the correct nomenclature.
Heat on a circuit board is no indication it is working properly. The easiest way to test your daughter card is to place it in another PCP (180, 210, 240 it doesn't matter.) and try to boot up.
If it's bad, buy a G3 Upgrade rather than another 210.
