Others have told you the obvious, contact PayPal and the Credit Card company.

I always try to include something that involves using snail mail i.e., the US Postal Service. Then Mail fraud is included in the mix.

I have communicated with several persons that no longer use ebay for this very reason. My problem was receiving defective equipment.
The final straw was a Kensington TrackBall that didn't work properly and came with a cable that someone had stepped on one end ... May he rot in hell.
