If the unit is taking a good while to come on, then try reseating the video card, riser card (if present), daughtercard, etc...almost sounds like the connection is warming up after a brief time and then the monitor is able to sense a signal (check connection in back too, > etc.).
Also, the PowerComputings are notorious for funky behavior when the clock battery is dead. Try replacing the battery and then resetting the CUDA.
And I'm sure that you are aware that when you add a generous helping of RAM to that era of machine, it takes a good while to go through the checksum procedure at bootup.
