I think first and foremost, you need to decide how far you want to go with upgrading your PowerCenter and how much you want to spend. You will reach a certain level where it's more cost-effective to simply get a new(er) computer off eBay or elsewhere.
That being said, I always suggest IDE simply because you can get a huge amount of storage for the money. However...you can get a PCI IDE card from OtherWorld Computing (http://www.macsales.com) for about $75 which is probably more than your computer is worth. Plus side is that this card can be used in any PCI Mac, so you can take it with you as you upgrade.
You can also get a G3 or G4 processor upgrade for that machine, also from OtherWorld, but you will be "held back" by the system bus speed and the RAM limitations of the PowerCenter. Plenty of people on this list have done those types of upgrades and I'm sure they will be happy to share their experiences.
As for 2 internal SCSI drives...I suppose it is possible, if you jumper everything correctly and get a power cable splitter, but you may notice some funky behavior if the power supply can't handle the extra load.
You can easily add a SCSI CD-RW, and in fact you could add one to the new IDE bus the PCI card would provide, assuming you can get drivers for it. Consult http://www.xlr8yourmac.com before buying any random CD-RW drive.

I'm new to this list and have some questions about upgrading my PoweCenter 120. It is a desktop model, rather than the tower, and has only 1 hard drive installed (850MB). Obviously this needs to be replaced with a larger capacity drive. Would anyone suggest staying with SCSI drives or moving to IDE via the PCI card? Also, if staying with SCSI, is there enough room for 2 internals? And how about dropping a CD-RW in there somewhere? Maybe the floppy could go away to accommodate it.
