Have you tried disconnedting the SCSI cable from the motherboard and running the 
machine just with the devices connected to the ATA card? If that eliminates the 
problems, you'll know that there's a problem with the SCSI subsystem -- the cable, one 
of the devices or even the motherboard.

On the other hand, if you still have the same problems with the ATA devices, you'll 
know that the answer to your question is NO.

In either case, you can post the results of such an attempt to the list and we can go 
on from there.

P.S. If you're using any external SCSI or USB drives or other peripherals, you should 
try disconnecting them first, of course!
