Here is a site with info on PowerComputing Mac clones. Which one do you have ? 

OS 8 will work ok and won't need much RAM but I would go to OS 9.1 if
you are going to use it for internet or anything that needs newer
apps.

The CD-ROMs were usually made by Mashita but you'll need a special
driver to make them work. Your CD-ROM may just need the driver
installed in the System Folder. PowerComputing clones came bundled
with FWB's CD-ROM Toolkit. There is also CD/DVD Speedtools or an opld
Apple CD-ROM extention that will work also. I can send you the Apple
extension. Just drop it on the System Folder and click ok to put it in
the extensions folder.

If the CD-ROM won't work you can replace it with an Apple branded SCSI
unit from older Macs. Any CD-ROM from an older Mac will work and you
won't need the special 3rd party driver. 12x CD-ROMs can be found
cheap ($5.00) The CD-ROM was the first thing to die in my PowerTower
Pro so your's may be toast.

What OS does it have now ? You mentioned Netscape which is a web browser.
