Your 40GB drive should work with any IDE card.  They are easy cheesy
to install. All the cards I have had are plug-n-play with no software
needed.

The limit of 128GB is on most older cards but the ATA133 cards made
now will see any size drives available. Get at least an ATA100 or 133
card and it will be usefull for a long time and can be used in your
next Mac too.

I've always had good luck with Sonnet products in my PowerComputing
clones but there are several makers. eBay or the swaplist would be the
places to look.
