That's for POP only as far as I know.

Personally I think not as the interface doesn't say it will only apply
these settings to the accounts being fetched. It would be a useful option
though, I suppose.

As an contrasting example, I think the search window has bugs in the
respect that the expectations a virgin user may reasonably have on the
results, will not show in the results. This because of the limitations of
what is indexed (words, not substrings and not everything that the user
may consider words, like "[listname]" for example), that may be
reasonable technically, but the normal user don't know much about this
and expect to find what's there, not what actually was indexed.

But how the interface could better to give more true expectations I'm not
sure. Perhaps time for changes in the manual...
