If you set the charset to US-ASCII in the preferences, outgoing messages
will always be sent in US-ASCII.
If you set the charset to something else, messages will be sent in US-
ASCII when they only contain US-ASCII characters, otherwise they will be
sent in ISO-8859-1 if they only contains characters from this charset,
and otherwise they will finally be sent using using the charset
specified in the preferences.
