In fact I'm wondering wether this appears only in OSX 10.4 or earlier. I didn't notice it either before, I was directed to it only in Tiger by the PM beta... Exploring other apps I come to think your reference language is apparently *always* greyed, it seems not specific from the PM beta (in which case the advice given in my alert box isn't really wise) For what concerns unchecking languages I must say I don't know.
