This is not just a PowerMail issue; the Macromedia forums have many similar complaints about the Studio MX software components (Dreamweaver, Flash, etc.). Seems to be a problem with the migration tool, have not seen a solution yet. (Have not looked either, just happened to see it mentioned last night while looking for another problem I'm having).
