I constantly move attachments to various folders (on the same volume) and
it would appear that sometimes PM loses track of them (the traditional
behavior) and sometimes it does not.  I haven't attempted to identify
what possible conditions do this or not, but I have noted it since 5.1. 
Before that I think PM only tracked what was in the Attachments folder
(incoming) or wherever it was originally positioned (outgoing).

Not very helpful, I know, but thought I'd mention it.
