Yes, that would be a very great (and seemingly simple) improvement indeed!
I do not think PM can do anything else, as wake-up indeed does require some time for Airport. Doing all kinds of voodoo to make it check not earlier than 30 seconds ofter wake, or something, will make everything way too complex. One 'enter' to dismiss that combined dialog would solve it all for me.
