Most likely PM is started before your network connection is fully initialized. When PM tries to connect, it cannot because of that reason.
I found that PM as a startup item is not working for me. I did have a Quickeys script to start PM 1 minute after startup/login and that did work. Now I just click the icon manually, much more direct for me.
