If you are using a browser (via PowerMail) to read the HTML mail, then it
is normal.  If the mail is coming through as plain text but with HTML
code interspersed, then you can select the text and choose reply to have
it quoted back.  Just choosing reply will not quote the text.

Another option is to use a text scrubber (for example, textSoap) to clean
up the HTML code in the plain text e-mail.  From within PM this will
create a clean, duplicate e-mail to which you can then reply like any
other e-mail.
