There has been more info on the issue than you quote. Did you read the article which went into detail into the results of the last vote? It states, that for example there where a lot of multiple votes from the same source (Cyberdog) and THAT should not be encouraged. Obviously TidBits where very capable of sorting out the weed from the goods as the IP number of voters get logged.
It also states, it is not a scientific pol, only one which shows the votes of participants in the vote. So, I for one am glad that Jan informed us. Not knowing about a vote and thus not voting will not make a poll's result any more truthful or useful - multiple votes is what really kills a vote. You have to KNOW that a vote is going on, else you can't vote.
