Just to be clear, repair permission only looks up to permission setting
that is stored in Receipt.  This is why you _have to_ run it from boot volume.

The original poster's case seems to be that PM is unable to close pref i/
o because the pref itself might be read-only.

For email use, your account needs to have full r/w access to own account
and associated directories.
