For Semitic languages you select a Semitic keyboard and you write from
right to left, which PM does not support (OSX does). Mail supports it,
but needless to add, it's no match for PM. I do not know whether this is
a Carbon issue, as I pointed out earlier, but I was led to believe so by
a response from the developers of PM (which is in an archive I don't have
with me, as I am abroad). 

The responses by Ben and Lane made clear to me what the Carbon/Cocoa
issue is, but my question still stands (since Lane seemed to suggest that
Carbon would be able to support Semitic languages).

Of course, this kind of support only began in 10.2 anyway, it was one of
the areas Apple neglected (while many semitists had chosen Apple because
it was the first to support these languages). It is therefore still
possible that the answer I was given by the PM folks is correct, and that
it is a Carbon issue, but I cannot answer this with any certainty.
