Yes. This drove me crazy for a while. I got rid of the behavior by changing the System Appearance Pref and unchecking the "minimize when clicking on title bar".
I never really determined whether this was a Powermail issue or a Panther issue, but since i didn't need the feature I didn't pursue it. -- Larry S.
