Filter only show up in the list if they have either the incoming or
outgoing check-boxes selected, since whether a filter is greyed out or
not is decided by PowerMail contextually (ie. if the message was sent by
you then filters that only apply to incoming messages will be greyed out,
if you *received* the message then the filters that apply to outgoing
messages only will be greyed).

The way to get around this is two stage:

First you need to create a STOP filter in your filter list. Create a new
filter, call it something like "Stop point", set its activation condition
to 'Always", DON'T give it any actions to perform but DO check the "Stop
applying filters..." box. Put this filter at the end of your filter list;
the result is that any filter check will stop at that point, regardless.
Thus, any  filters that you place AFTER the 'Stop Point' filter in the
list can *only* be activated manually.

Next, place your filter dealing with your redirected mail after the 'Stop
Point' filter in the list. Select both Incoming and Outgoing check-boxes
-- since you're triggering this filter manually it doesn't matter.

Now you have a filter that you can activate manually and a place in the
list to place any other filters that you want to be manually activated only.
