Just too glad if I'm wrong, but I cannot reproduce what you suggest:

marking (selecting) a block of text in an email message
go to Powermail -> Services
but none of the Services, which other apps show, appear. And the PM
folder is in the Applications folder. 

Now I am sure that it works for you, but exactly which menu do you use,
which services, or what am I doing wrong?

OS X.2.8, PM 4.2.1
