I just tested this and am seeing the same thing. However, if you manually change the outgoing message from waiting to draft before changing the account, it does not cause the behavior. It seems that PM is not correctly deleting the original outgoing email only when invoking the "duplicate or change as draft" dialog. Seems that it would be an easy bug to fix. And for now the workaround seems to be to change the status from waiting to draft before editing the email.
